Communique of C-10 Malabo Consultative Summit

Determined that the historic injustice to Africa is urgently addressed and the continent given the full representation it deserves at both categories ( Permanent and Non-Permanent ) of the United Nations Security Council , Sierra Leone’s President Ernest Bai Koroma and Heads of State of the Committee of 10 on UN Security Council took another staunch stance  at the recent Consultative  summit of C10 held in Malabo, Equatorial Guinea.

COMMUNIQUÉ OF THE MALABO CONSULTATIVE SUMMIT OF THE AFRICAN UNION COMMITTEE OF TEN (C-10) HEADS OF STATE AND GOVERNMENT

 

  1. The African Union Committee of Ten Heads of State and Government on UN reforms held its Fourth Consultative Summit on the Reform of the United Nations Security Council, in Malabo, Republic of Equatorial Guinea on 17 May 2017. The Summit was hosted by E. Mr. Teodoro Obiang Nguema Mbasogo, President of the Republic of Equatorial Guinea; under the chairmanship of H.E. Dr. Ernest Bai Koroma, President of the Republic of Sierra Leone, and Coordinator of the AU Committee of Ten; H.E. Mr. Denis Sassou NGuesso, President of the Republic of Congo; H.E. Dr. Hage G. Geingob, President of the Republic of Namibia, and H.E. Mr. Edgar Chagwa Lungu, President of the Republic of Zambia.

 

  1. Other Heads of State and Government were represented as follows:

 

  1. E. Mr. Sam Kutesa, Minister of Foreign Affairs of the Republic of

Uganda

  1. E. Mr. Khadim Diop, Minister of African Integration NEPAD, Promotion of

Good Governance of the Republic of Senegal;

  1. E. Mr. Abdelkader Messahel, Minister for the Maghreb Affairs, African Union and the Arab League of the Democratic and Popular Republic of Algeria;
  2. E. Ambassador Tariq Boensaira Under-Secretary of the Ministry of Foreign Affairs of the Government of National Accord of the State of Libya;
  3. E. Ambassador Benson Ogutu, Ministry of Foreign Affairs of the Republic of Kenya;

In attendance were H. E. Ambassador Mamadi Toure, Special Advisor and Representative of the President of the Republic of Guinea, Chair of the African Union and Madame Minata Samate Cesouma, Commissioner for Political Affairs, representing the Chairperson of the African Union Commission.

 

  1. The Heads of State and Government in their deliberations reviewed twelve years of activities of the C-10 on the reform of the UN Security Council. They noted the continued support for the Common African Position by UN Member States but emphasized that African Countries should stay united on the reform of the Security Council, speak with one voice and unequivocally support the Common African Position in terms of allocating two seats in the Permanent Category with all its prerogatives and privileges including the Right of Veto, and two additional seats in the Non-permanent category of the Security Council. They further expressed concern that the dividend of all Africa’s effort as well as that of the Intergovernmental Negotiations in advocating for a comprehensive reform of the UN Security Council remains minimal, disappointing and frustrating.

 

In this regard, they decided as follows:

 

  1. The Common African Position as espoused in Ezulwini Consensus and the Sirte Declaration is the only viable option to redress the historical injustice done to the African Continent. The reform of the UN Security Council should be comprehensive in accordance with Decision 62/557 of the UN General Assembly.
  2. Stressed the critical importance for heightened engagement with the Permanent Members of the UN Security Council.
  3. Instructed the Ministers of Foreign Affairs of the C-10 to come up with a proposed DECISION on a progressive approach for advancing the Common African Position on UN reform process, to be tabled at the AU Assembly in July 2017

 

Reflecting on the present geopolitical realities in terms of Africa’s numerical strength, growing economic power, population dynamics and increasing role at multilateral fora and the urgent need for equitable representation at the Security Council, it is evident that Africa deserves a place in the Permanent Category of the United Nations Security Council with all the prerogatives and privileges including the right of Veto, as well as two additional Non-permanent seats.  In this regard, no other Interest Group/Member State can challenge the Common African Position in terms of its legitimacy.

 

The Committee expressed their appreciation to H.E. Mr. Teodoro Obiang Nguema Mbasogo, the Government and People of the Republic of Equatorial Guinea for hosting the meetings and the hospitality and excellent facilities provided

 

The Heads of State commended the efforts of the Coordinator, H.E. Dr Ernest Bai Koroma for his strong leadership and commitment in spearheading the pursuit of the C-10 mandate and advancing the objectives of the Common African Position on the reform of the United Nations Security Council.
