Dear Prosecutor Karim Ahmad Khan,

OPEN LETTER TO THE CHIEF PROSECUTOR OF THE INTERNATIONAL CRIMINAL COURT (THE ICC) TO APPREHEND MR JULIUS MAADA BIO THE UNELECTED PRESIDENT OF SIERRA LEONE FOR ALL THE EXTRAJUDICIAL KILLINGS IN SIERRA LEONE.

I am writing this letter with a profound sense of fear in my heart about the constitution, democracy and rule of law in our country. Without respect for the right to life in Sierra Leone since 2018 to date, no other human right can be upheld. The extrajudicial killings, summary arbitrary executions, the deliberate killing of Wilson Kay, Hassan S. Dumbuya commonly known as Evangelist Samson and other individuals outside of any legal framework in Sierra Leone is  unprecedented, and is a violation of this most fundamental right ever in the history of Sierra Leone.

Hundreds of people die at the hands of the Sierra Leone Police Force (SLPF) every year with the help of the Kush drug epidemic in Sierra Leone that is killing our young adults. Many are unlawfully killed in the streets, at protests/demonstrations, in police detention, and before or during arrest.Others are tortured to death while in police detention. In many other cases, people are victims of enforced disappearances; the police tell the families or friends that the victims have been transferred to a different police station or released on bail, but have no documentation to confirm it. In many of the cases, the unlawful killings may have constituted extrajudicial executions.

The extrajudicial executions are unlawful and deliberate killings carried out by order of a government or with its complicity or acquiescence. Unlawful killings include killings resulting from excessive use of force by law enforcement officials. They violate the right to life, as guaranteed by Sierra Leone’s Constitution, the International Covenant on Civil and Political Rights and the African Charter on Human and Peoples’ Rights. The dead cannot cry out for justice. It is a duty of the living to do so for them. I tremble for my country when I reflect that God is just; that His justice cannot sleep forever. Our hope is with Allah through the help of the International Criminal Court (The ICC)

The Special Rapporteur on extrajudicial, summary or arbitrary executions is an independent human rights expert appointed by the United Nations Human Rights Council. The mandate of the Special Rapporteur was established in 1982 and has been renewed numerous times, most recently in June 2023 (HRC resolution 53/04). The mandate of the Special Rapporteur covers all countries, irrespective of whether a state has ratified relevant international Conventions. During the war gender specific violence was widespread. Rape, sexual slavery and forced marriages were commonplace during the conflict. The majority of assaults were carried out by the Revolutionary United Front (RUF). The care of human life and happiness, and not their destruction, is the first and most important object of good government.
