Corrupt Strategies Used By John Karimu And His Cabal To Administer the National Revenue Authority

The patriotic exposure of the maladministration and entrenched corruption that enveloped the John Karimu’s administered National Revenue Authority has been received with mixed feelings in different quarters within and out of the jurisdiction of Sierra Leone. On the whole, the very economically deprived people of this nation, the representatives of the diplomatic corps and the international community have been very receptive to the unveiling of the vicious acts that were being promoted by the Commissioner General and his corrupt cabal and are now very hopeful that the newly elected government of President Ernest Bai Koroma would urgently address this national issue.

Notwithstanding, the unreserved and sincere appreciation the patriotic people of this nation have showered on this national positive move, the scape-goat and nationally known sacrificial lamb of the former rejected government of the Sierra Leone Peoples Party, old Sama Banya, as usual, is determined to take the blame of his very corrupt brothers of the Kailahun clan. The old Sama Banya, whose disservice to this nation continues to be transmitted to the unborn generation of Sierra Leoneans, wrote a fictitious issue that was published on the 18 October, 2007 in the Unity Now Newspapers attacking the Editorial Board of this press. The publication was a calculated move to divert the attention of the Standard Times from further exposing the corrupt practices show-cased by the membership of the Kailahun clan during the former government, in which John Karimu was a heavy weight.

Regrettably, the old Sama Banya has a very limited time to fight for his corrupt children and brothers of the unpopular Kailahun clan, and his egocentric and very corrupt track record of service with all the former governments of Sierra Leone would not qualify him to defend his boys at the NRA. We know that if Sama Banya is to be given a job in the government of President Ernest Bai Koroma, he would continue his old trick of gossiping his former bosses and brothers to the new leadership. Any way this won’t work because the old Sama Banya has outlived his usefulness?

Anyway, let put the old, fragile and senile Sama Banya aside and turn to national issues. This medium would want to further exhibit the negative administrative strategies that were effectively utilized by John Karimu, Osman Barrie and others during their nationally classified disservice tenure of office at the National Revenue Authority. Their strategies were geared towards clinching the Presidency come 2012 and because of that they implemented the most economically vicious and unpatriotic strategies at the National Revenue Authority to acquire wealth at the expense of this nation and its citizens in preparation for the year 2012. It was only the good Lord that should be thanked for redeeming Sierra Leoneans from the vicious claws of these men.

Without a constituted and effective Board of Governors to oversee the activities of the National Revenue Authority, John Karimu and his gang was solely left to take care of themselves. They were given the task of doing whatever they wished with revenues from the National Revenue Authority and allowed its continuity for the survival of even their tenth generation. This was the kind of olive branch that was extended to John Karimu and his group to develop themselves.

During the course of their maladministration, John Karimu skillfully entrenched almost all his relatives from Kailahun into very strategic positions within the organogram of the National Revenue Authority. Most of these names published came to light as a result of indebt investigation carried out by this medium.

Truly, John Karimu is a seasoned “mafiasco” whose activities became evident during the rule of the former government of the Sierra Leone People’s Party, but was allowed to continue with his enterprise so that he together with others can achieve their grand political plan. The recruitment of his relatives at the National Revenue Authority was a deliberate plan which was blessed by the Sama Banya and others. At this juncture, an attempt would now be made to unequivocally supply some of the names of John Karimu’s relatives that are now in the National Revenue Authority recruited on the basis of their relationship to him. Julius Baun is the Chairman of the sleeping Board of Directors of the National Revenue Authority is a blood relation of John Karimu. Mr. Baun was recruited into the Commissioner because he is cousin to the commissioner general and must be given the opportunity to milk the resources of this nation.

Also part of the relatives recruited into the NRA is John Benjamin (Jr). He is the brother of the erstwhile Minister of Finance and a member of the Kailahun clan. His recruitment was purely based on fraternity and regionalism but not on the requisite standards that were supposed to be considered by this commission.

Additionally, the recruitment of Mr. Kallon, former accountant at the Sierra Leone State Lottery as Commissioner of Finance, Department of the National Revenue Authority was done on the basis of fraternity, ethnicity and regionalism. Mr. Kallon is the uncle of John Karimu from Kailahun and is now a senior management staff of the commission. Mr. Kabineh, senior collector, Preventive Special Services Division (PSSD) of the National Revenue Authority is the brother-in-law of John Karimu. This man was recruited into the senior management staff of the National Revenue Authority because he married the sister of the Commissioner General. His recruitment was a strategy by John Karimu to uplift the economic and social status of his sister at the expense of the development of the poor nation of Sierra Leone. Mr. Kabineh is the substantive deputy of his department, a very lucky man eh?

In the same direction Mr. Mike Conteh, the Commissioner, of the Preventive Special Services Division of the National Revenue Authority was recruited into this commission on the basis of sentiments. Mr. Mike Conteh was the Deputy Minister to John Karimu under the regime of the National Provisional Ruling Council (NPRC).His service to John Karimu by then, earned him the very lucrative senior management position of a Commissioner.

There are lots of names that would be published within the shortest possible time frame that gained employment through the same way at the NRA

It is unfortunate that people are using dirty underhand tactics to tarnish the characters of people who are qualified for the positions they occupy.

The creation fo the NRA was a brilliant idea. Revenue generation increased as a result of measures that help prevent business and other individuals from dodging taxes and dues.Whether revenues generated was wisely used by the government is another matter.

Each and everyone named in this witch hunt by people who are eying these positions is qualified.What people fail to realise is that people like John Karimu can easily get international jobs because of his years of experience in finance and economics with various organisations.

Some of us criticised the SLPP where they went wrong but this campaing of character assination will not go down well for our democracy.These accusers should come up with tangible evidences rather than making sweeping statements, they should either put up or shut up.

This is not a credible article.

Just some falsehoods to note: John Benjamin does not have a brother called John Benjamin (Jr), and there has never been a John Benjamin (Jr) on the payroll of the NRA since its inception.

Keep up the great job spreading lies and rumors under the guise of investigation and exposure.

If you want to lie, at least get the people right when you write. It will do a lot for the rest of your stories.

Enough with the witchunt and blame game . What are the illustrious leaders of APC going to do for Sierra Leone for the next five years. Let us see some concrete plans. Do not obfuscate the issues . SLPP was was booted out because they did not provide electricity , water and build roads for the people. Lets us hear what the APC geniuses are going to do.

APC is the last to talk about Chronoism. Ernest Koroma is biggest beneficiary of chronoism in Sierra Leone. Siaki pushed him to positions he was not qualified for and we all no the reason.

please come up with a plan to develop Sierra Leone. Stop wasting time on the witchhunt. If APC has evidence of SLPP corruption? Have interpol and forensic accounting companies trace the SLPP ministers’ accounts and stop harassing the SLPP and do something for the nation.

I hope the time taken for the cabinet selection is not harbinger of things to come.

I am very sad and disappointed at your statement. When are we going to stop this character assasination?
The man might not be qualified as you said but he might have gained practical knowledge prior to/in the job. That was the reason why he did very well.
Academic qualifications alone are not sufficient to predict an individual’s performance. There are other parameters or criteria that needs to be considered. This is the reason why in the west most people believe in training their staff/employees in the job.
If you look at the political history of Sierra Leone, how many politicians with law and political science PhDs who had failed our nation woefully? I bet you won’t know the count.
Let me tell you in Africa most countries that are doing RELATIVELY well are with head of states with little or no qualifications. Examples are Yayah Jammeh of the Gambia and the president of Namibia. As long as you are focused and you’ve got a vision for your country that what matters. Give people a chance and judge them by their performances. politics these days is a gamble. We’ve got to try people till the Amighty God provides us with the saviour. I can tell you that in this political era of our country, whoever is not up to the job would be fired by the ballot box. So please give them a chance and later judge them by their performances.

dont ever mention Gambia as doign well. if you call a leader that supresses freedom of speech doign well then Africa we have a logn way to go. this same on the job training you talk about that Koroma received he received because sheki gave him the oportunity. its always been like that apc came they put they family members in. slpp came did the same. what is wrong is when they put them in and they did not do the job. in the states you are still required to have a degree but they still train you on the job. stop spreading lies on these forums.

I am not assasinating EBK’s character. He is a beneficiary of chronism like many other APC and SLPP appointments. My own cousin AB Kamara was appointed minister of finance in 1977. He was a lawyer with no experience in finance.
I agree with you academic qualifications does no t necesarily determine success. Practical experience may be better predicter. Also, as you say an individual can gain experience on the job. But the fact remains that EBK benefitted from APC chronism. Qualified individuals were denied job opportunities.
We all want the best for Sierra Leone and sincerely hope EBK succeeds, because it is for all our benefit.
