Lawyers’ Society Calls for Withdrawal of Instruments Creating New Districts and Cities

The Lawyers’ Society of Sierra Leone has called on the Government to withdraw statutory instruments relating to the proposed administrative changes affecting Freetown, Freetown West and Lungi, raising concerns over consultation and parliamentary procedures.

 

In a statement dated 1 October 2026, the Society specifically called for the withdrawal of Statutory Instruments Nos. 13, 15 and 19 of 2026, arguing that meaningful public consultation and an independent socio-economic viability study should be conducted before proceeding.

The Society warned that dividing Freetown could duplicate administrative structures, further fragment urban management and create councils with unequal financial and institutional capacity. It also raised concerns about the possibility of administrative boundaries being created for political advantage.

The lawyers further called on Members of Parliament to reject the three instruments and insist that the required consultation and parliamentary procedures are followed.

“The Society remains committed to upholding the rule of law, good governance and democracy,” the statement concluded.
