Amb. Victor Bockarie Foh to receive Prestigious National Award

Sierra Leone’s Ambassador Extraordinary and Plenipotentiary to the People’s Republic of China, with accreditation to several other countries in Southeast Asia Pacific, Victor Bockarie Foh is due to be conferred upon with the prestigious Honor of Commander of the Order of the Republic Sierra Leone (CRSL).

The Investiture Ceremony, slated for Monday, 28th April, 2014, at 10 am, at State House, is in accordance with section 40 subsection 4(f) of the Constitution of Sierra leone (Act No. 6 of 1991). His Excellency President Dr. Ernest Bai Koroma will decorate Ambassador Victor Bockarie Foh and many others.

Speaking about the pending conferment of National Award from President Dr Ernest Bai Koroma, Ambassador Victor Bockarie Foh expressed appreciation to the President for considering him for such an award, saying “this is a clear demonstration of President Ernest Bai Koroma’s recognition of hard work, loyalty, dedication to party and commitment to national service.”
According to Ambassador Foh, the decision by President Ernest Bai Koroma to confer on him with such an Honor has given him more impetus to work towards Sierra Leone’s development saying “in whatever little way, one must give dedicated service to ensure that President Koroma succeeds in his dream for a better Sierra Leone which is demonstrated in his Government’s blueprint for National Development, the Agenda for Change.”

Ambassador Foh specifically commended the hard work of President Ernest Bai Koroma since he was elected President of Sierra leone. “The Agenda for Change was a great success as demonstrated by the infrastructural development across Sierra Leone. The President is currently moving his Government through the Agenda for Prosperity”

Barely a year in office as Sierra Leone’s Ambassador to China, Ambassador Victor Bockarie Foh has been pushing hard in fostering the diplomatic and People-to-People relations between the two countries.
From the socio-economic front, he has been working towards wooing trustworthy investors from Asia into Sierra Leone, especially from the People’s Republic of China.

Currently, Ambassador Foh is pursuing a Sub Regional Development Initiative within the framework of the Makona River Free Zone Project. This is an initiative that involves the four countries in the Mano River Union, namely, Ivory Coast, Guinea, Liberia and Sierra leone and pursued by their Ambassadors in China.
At the political level, Ambassador Foh has ensured a stronger relationship between the Communist Party of China (CPC) and the governing All Peoples Congress (APC) Political Party of Sierra Leone. This is seen in the exchange of visits that both parties made, in late 2013.

Victor Bockarie Foh is a seasoned politician and an experienced administrator. He was born on June 12, 1946, at Jimmi Bagbo, Bo District, in the Southern Region of Sierra Leone.

Ambassador Foh was educated at Jimmi Bagbo, Bo School and Fourah Bay College, from where he graduated in 1969. He taught Economics and Government at the Ahmadiyya Secondary School, Kissy Dockyard in 1969/70 as the first indigenous Sierra Leonean graduate teacher in that school.

From 1970 to 1982, he served as Assistant District Officer in Bonthe, Koinadugu, Bo and Kambia Districts and as district officer in Pujehun, Bonthe and Kailahun districts and then as Senior District Officer in Kenema and Kono Districts.
Victor Bockarie Foh joined the All People’s Congress (APC) Political Party in 1970 as a registered card carrying member and has ever since loyally and devotedly served the Party in several capacities including District Chairman, Bo District, Regional Chairman Southern Region and Assistant National Secretary General.

He was elected National Secretary-General of the APC at the party’s convention in Port Loko in 2002, a position he ably held for 10 years, until he was appointed Ambassador to the people’s republic of China.

In 1995, to usher in democracy and pluralism in Sierra Leone’s political party politics, Ambassador Victor Bockarie Foh and few others formed the All Political Parties Association (APPA), a pressure group that mounted enormous pressure which saw the exit of the National Provisional Ruling Council (NPRC) military junta from meddling into Party Politics.
For 10 years since the formation of APPA, Ambassador Victor Bockarie Foh was Secretary-General for the body (APPA) and Chief Executive Officer of the Group.

Because of his loyalty and invaluable services, Ambassador Foh was awarded the National Honor of Member of the Order of the Rokel (M.R) by the late President Siaka P. Stevens, Founder of the APC, in 1980.
After the NPRC Junta administration and the restoration of Constitutional Order in 1996, Ambassador Foh continued to play very crucial roles in sustaining the APC.

He was Vice Presidential Candidate and Running Mate to the APC Presidential Candidate in the crucial 1996 Presidential Elections. At that time, only die hard, loyal, bold and committed members of the party would associate with the APC.
Ambassador Victor Bockarie Foh was one of five APC members elected to Parliament in 1996 where he was a fearless and constructive debater. Because of his contributions in Parliament, he was acclaimed an expert of the Sierra Leone Constitution.
In his entire political career, Ambassador Victor Bockarie Foh has never ever defected from the APC even during challenging moments for the party.

Ambassador Foh is married to Madam Jonta Mumienatu Foh, nee Turay and are blessed with 4 (four) children.
Ambassador Victor Bockarie Foh is expected to depart China for Sierra Leone in the coming weeks to receive the prestigious national award from His Excellency President Ernest Bai Koroma.
