Armed robberies : Hill Station-Peninsular Road very unsafe around midnight

It’s unsafe to pass through the Hill Station- Grafton Peninsular Road after 10:00 pm due to increased cases of armed robberies!
Taxi drivers and motorbike riders known as Okada men connive with armed robbers to rob passengers and pillions at night. Taxi drivers and motorcyclists put of engines upon arriving at the red spots while pretending to have experienced a breakdown.
While pretending to fix the mechanical problem, armed robbers emerge from the bush rob their victims at gunpoint.
In Rwanda this scenario is unthinkable because of the 24-hour security patrols organized by the security forces that comprise the police and military.
Why can’t the authorities put similar security mechanisms in place across the country to enhance the protection of the people and their property?
Commuters may want to note that stopping along the highways at night constitutes a huge security risk due to the presence of armed robbers.
